Interactions play a major in how users perceive digital experiences, through providing instant feedback to users. When done right, it's one of the design elements that can increase the percieved value and usability of a website or product.
The visual appeal is one side but think about how users perceive feedback, hover without any state change, no sound or anything signaling interaction means users might miss the click thinkings it's not clikable simply because it never responded.
An interaction doesn't need to be agressive, something subtle as a shift corner radius, fade in background or scale makes a huge difference.
In combination with right easing and timing, your UI feels polished and usable for anyone.
